Who Administers the DCPS 403(b)?
Duval County Public Schools does not run its supplemental retirement plans in-house. The district uses TSA Consulting Group (part of U.S. OMNI and TSACG Compliance Services) as its third-party administrator, or TPA. The TPA keeps the approved vendor list, processes every payroll deduction request, and enforces IRS compliance rules for the plan.
Enrolling takes two separate steps, and educators miss the second one all the time. First, you open an account directly with one of the approved vendors below. Second, you file a Salary Reduction Agreement (SRA) through the TPA's online system at sra.tsacg.com. The SRA is what tells DCPS payroll how much to deduct each pay period. No SRA, no contributions, even if your account is open.
The same SRA system is how you stop or change contributions, and how you redirect future contributions to a different approved vendor if you decide to switch. Switching future contributions does not automatically move your existing balance; that requires a separate vendor-to-vendor exchange or rollover.
